VANCOUVER — Clark County Supermajority has launched a campaign in support of Proposed Clark County Charter Amendment No. 25, which would require broader County Council support before imposing new councilmanic taxes or increasing existing ones.
If approved by voters this November, Amendment 25 would require a minimum two-thirds vote of the Clark County Council to approve a new councilmanic tax or increase an existing councilmanic tax beginning January 1, 2027. The amendment does not apply to existing taxes, renewals or reauthorizations without a rate increase, or fees, rates, charges and special assessments. The Council could still vote by a simple majority to place a tax increase on the ballot for Clark County voters to decide.
“This isn’t about percentages. It’s about people,” said John Jay, a Clark County Charter Review Commissioner and sponsor of Amendment 25. “It currently takes just three County Councilors to impose a new county tax on more than half a million Clark County residents. If County leaders believe a tax increase is necessary, they should have to make the case for it and build broader agreement on the Council.”
Clark County Supermajority was formed to support passage of Amendment 25 and make the case for greater consensus and accountability in county tax decisions.
Households across Clark County are facing higher costs for housing, groceries, utilities, transportation and other everyday expenses. Supporters of Amendment 25 argue that requiring broader agreement among County Councilors provides an important safeguard for taxpayers while preserving the County’s ability to respond to genuine funding needs.
Supermajority requirements are already used throughout federal, state and local government for decisions considered significant enough to warrant broader agreement. Similar requirements for tax increases have also been adopted in Pierce County and the cities of Spokane and Yakima.
“Amendment 25 doesn’t change current taxes or fees, and it doesn’t reduce a single service or program,” Jay said. “It simply asks County government to meet a higher standard before asking taxpayers to pay more.”
The campaign has launched ClarkCountySupermajority.com, where voters can learn more about Amendment 25, read answers to frequently asked questions, endorse the measure, volunteer and contribute to the campaign.
Clark County Supermajority is asking Clark County voters to vote APPROVED on Amendment 25 in the November 2026 general election.
