Clark County Sheriff John Horch is personally endorsing Proposition 12 and Proposition 13, two public-safety measures that will appear on the general election ballot.
Proposition 12 is a bond for law-and-justice infrastructure, which would, among many things, remodel and expand the Clark County Jail and provide a new headquarters for the sheriff’s office.
Proposition 13 addresses staffing and the operational side of law and justice.
Clark County, Horch wrote in his endorsement, has changed dramatically since the current Clark County Jail was built in 1984. The county’s population, for example, has gone from less than 200,000 to close to 600,000. Since January of 2025, the jail, which now has 519 beds, has had no available beds 88 percent of the time.
Horch said he does not take lightly to asking the people of Clark County to provide additional funding.
“Any request for more public dollars should be made carefully and only when the need is clear,” Horch wrote. “At some point, however, maintaining public safety requires additional investment. I believe Clark County has reached that point.”
Horch also made it clear that this is a personal endorsement as the elected sheriff, but it is not an official position of the Clark County Sheriff’s Office nor the Clark County government.
“My responsibility is to give you the facts, tell you what I see from the position you elected me to hold, and be clear about where I stand,” Horch said. “I support Propositions 12 and 13 because
I believe Clark County needs both the infrastructure and the people necessary for a complete, functional public-safety system.”

The general election is Nov. 3. Ballots are often mailed to voters at least 18 days before election day.
