City and county leaders express caution over Vancouver’s annexation proposals, citing financial strain and strong opposition from residents in affected areas

The city of Vancouver has proposed four potential annexation plans that would expand its boundaries into unincorporated areas of Clark County — possibly adding up to 171,000 new residents.
