The city of Washougal has begun the process to fill City Council Position 5, following the Council’s Rules of Procedure and state law (RCW).
The appointment process is overseen by Daniel Layer, finance director, and includes a three-week public solicitation for applicants, followed by council interviews and appointment. Eligible applicants are encouraged to apply.
Key dates:
- Application Period: December 30, 2025 – 5 p.m., Jan. 20, 2026
- Council Interviews and Appointment: Jan. 26, 2026
The person appointed will serve until the results of the November 2027 election are certified (approximately three weeks after Election Day). This seat will be on the 2027 council election cycle, with the elected individual serving the last 6 weeks of the current unexpired term (late November – December 31, 2027) and then a new four-year term (2028–2031).

To be considered, your application packet must be complete and received by the City Clerk at Washougal City Hall, 1701 C Street, Washougal, WA 98671 in person or electronically by Tuesday, January 20, 2026 at 5 p.m. Application packets received after 5 p.m. will not be accepted. Additional written information after this date will not be accepted, unless requested by the City Council.

- Must be a registered voter in the City of Washougal.
