On Tuesday (July 14) at about 8:15 p.m., Clark County Sheriff's Office deputies and Vancouver Police officers responded to a report of a sexual assault at Pacific Park Extreme Skate Park, located at 1515 NE 164th Avenue in Vancouver.
Deputies contacted the 12-year-old victim and, based on the initial investigation, arrested 33-year-old Samuel Swan.
The Clark County Sheriff's Office Special Victims Unit is leading the investigation. Preliminary information indicates the suspect and victim had prior contact before the suspect allegedly took the victim to a secluded area, where the assault occurred.
Swan was booked into the Clark County Jail on charges of First-Degree Kidnapping, First-Degree Rape, Second-Degree Rape of a Child, and outstanding felony warrants.
This remains an active investigation. No additional information is being released at this time.
