Update provided on Oct. 17 officer-involved shooting

Video released of Sept. 29 incident that led to the traffic stop of Kfin Karuo on Oct. 17

VANCOUVER – The investigation by the Southwest Washington Independent Investigative Response Team (SWIIR) into the Oct. 17 officer-involved shooting involving deputies from the Clark County Sheriff’s Office is continuing. 

Prior to this incident, probable cause existed to arrest Kfin Karuo, for Assault I related to an incident that occurred on Sept. 29.

In the Sept. 29 incident, the victim reported that he was parked in the parking lot of a business located at 11320 NE 49th Street. In the Sept. 29 incident, the victim reported that he was parked in the parking lot of a business located at 11320 NE 49th Street. An unknown suspect in a white Ford Expedition drove up to his vehicle, asked him if he was a “cop” and when the victim told him it was none of his business, the suspect pointed a handgun gun at him and told him to leave the parking lot. 

The victim’s dash camera captured video of the suspect pointing the gun at the victim out of his driver’s side window (see link to video, which has no audio). The suspect in that incident was identified as Kfin Karuo.


On Oct. 17, Clark County Sheriff’s Deputies attempted a traffic stop of Karuo’s vehicle and initiated a Pursuit Intervention Technique (PIT) in the area of NE 122nd Avenue/NE 49th Street. Karuo, armed with a handgun, pointed the gun at the deputies, who then fired at him. Karuo was located a short distance from his vehicle, deceased with a gun in his hand with his finger on the trigger.

The two involved deputies, who remain on critical incident leave are:

  • Deputy David Delin, a 3.5-year deputy with the Clark County Sheriff’s Office, currently assigned to Central Precinct Swing Shift.
  • Deputy Forrest Gonzales, a 3-year deputy with the Clark County Sheriff’s Office and 2-year Officer with the Aberdeen Police Department prior to being hired by the Clark County Sheriff’s Office. He is currently assigned to West Precinct Graveyard.   

No additional information is available at this time. Any additional information will be sent out via media release. Updates will be provided at least once per week.

    I understand the reason why the display of the firearm might justify an arrest.
    But the “suspect” had been identified.
    And initiating a high speed car chase in a residential neighborhood, a PIT stop, and the shootout?
    No. Not required if they had gone to the “suspects” home and questioned him, with an arrest if warranted.

      I mean you realize this guy pointed a gun at a random person for no reason right? It’s pretty asinine to think that he would sit down with the police in the first place. At that point he was already a danger to the community. So if he then runs when they try and initiate a traffic stop they should let him go? Like really? If this had happened to you I don’t think you’d be quite as ideallistic. You’d feel violated and angry.

      I had my car stolen and found in Salem after the derelict multiple offender drug addict stole it and didn’t comply with the officer. A pursuit began and he ran a red ligh light and crashed into two others cars. Inside were drug paraphernalia and an illegal firearm. This man was a danger to society and if the cops had just let him go I would have been pissed. Im a liberal but the amount of crap police get vs the person who is doing illegal stuff has become ridiculous. It doesn’t make me wonder why we are seeing an increase in crime in the area and theives feeling more embolden. Is there stuff police could reform sure but it’s a fantasy Utopic response you are aiming for and in the mean time random citizens are victimized.
