Application period closes Fri., Dec. 21
VANCOUVER — The Vancouver City Council is seeking applicants to fill Council Seat 2, which will be vacant as of Jan. 1, 2019, due to the resignation of Councilmember Alishia Topper. Council Member Topper has been elected Clark County Treasurer, and has submitted her intent to resign from her council seat, effective Jan. 1, 2019.
The council appointee will only hold office until the November 2019 general election and, if interested and qualified, could then run for election. To qualify to run for election, the applicant must have been a resident of the city of Vancouver for two continuous years prior to Nov 5, 2019, and must fulfill the requirements to hold Vancouver city public office described below.
All interviews, application forms and information supplied by applicants are considered public records. Completed and eligible application packets will be posted on the city’s website following the closure of the application period after being redacted for personal information that is not subject to public disclosure.

Applying for the council appointment:
Applicants must submit a resume, application form, Washington Public Disclosure Form (F-1) and a release for criminal background information. Application forms can be found at http://www.cityofvancouver.us/council-vacancy or can be picked up at the visitor check-in desk in the lobby at City Hall (415 W. 6th St.) starting Nov. 30.
Requirements to hold Vancouver City Council public office:
Applicants must hold no other public office or employment under the Vancouver city government, have lived within the Vancouver city limits for 30 days prior to appointment, and be a qualified elector (over 18, a citizen of the U.S., and have no felony conviction, unless a certificate of discharge has been obtained).
Council member power and duties:
Council member powers and duties include serving as a member of the city’s legislative body; adopting ordinances, resolutions, budget and policies to lead the city, serve on boards, commission and committees as assigned (see Vancouver City Charter, Section 2.05).
Salary:
$2005 monthly (for 2019)
