Topper is reinstating disbursements from the fund and has selected Bridge the Gap as the recipient of the trust’s interest
VANCOUVER — The Clark County Treasurer’s Office renewed a long-standing commitment to the Crass Estate.
Lura M. Crass drew up her will in 1933 to include a provision “…for the care, maintenance, support and assistance of Orphan or Homeless children who reside in Clark County, Washington, and who are under the age of 13 years.” The will dictated that the Clark County treasurer act as trustee and use the funds from the sale of her home to benefit the community.
Former Clark County Treasurer Doug Lasher managed contributions from the trust. When interest rates dropped to historic lows, and the principal of the fund was not earning significant returns, it was the decision of the trustee to preserve the principal amount of the estate and halt contributions.
As the new trustee of the Crass Estate, Clark County Treasurer Alishia Topper is reinstating disbursements from the fund and has selected Bridge the Gap as the recipient of the trust’s interest.
“I’m honored to be the new steward of Mrs. Crass’ charitable giving and help achieve her final wishes to support orphaned or homeless children. Although orphanages closed in America in the 50’s and 60’s I believe giving to an organization that supports children in the foster care system fulfills the intent of Lura Crass’ will. I am pleased I can reinstate donations in her honor and continue her legacy,” said Topper.
Bridge the Gap provides resources to enhance the stability, growth, and success of children in foster or kinship care. They serve more than 1,000 children annually in partnership with the Division of Children and Family Services in Clark County and Stevenson, WA. Bridge the Gap works to enrich the lives of foster children by providing funds for things like tutoring, summer camp, clothing and other basic necessities.
An initial contribution of $3,000 will be distributed to Bridge the Gap with additional quarterly donations of the interest earned on the remaining principal.
“This donation from the Crass Estate through Clark County’s Treasurer, Alisha Topper, to Bridge the Gap is so greatly appreciated,” said Bridge the Gap Chair Lynn Miller. “Every dollar will go directly to children in foster care in Clark County. Bridge the Gap won’t have to decline a request for camp, tutoring, sports, music lessons, gymnastics, senior pictures, and so much more.”
