City of Vancouver issues request for proposals for new Navigation Center operator

The city may consider adding a shelter at this location in the future

VANCOUVER — The city of Vancouver has issued a request for proposals (RFP) for a contractor to operate the city’s Navigation Center located at 2018 Grand Blvd. in central Vancouver.

Opened in November 2018, the Navigation Center offers a variety of services to individuals experiencing homelessness, including a day center, mental health counseling services, case management, job search assistance, transportation assistance, housing navigation and limited food service. The city may consider adding a shelter at this location in the future, and the Navigation Center operator must also have the capability to manage shelter operations should that occur.

“I look forward to working with the new operator to create and expand programs at the Navigation Center, ensuring it is a place where Vancouver’s unsheltered residents can get the support and resources they need to help transition into independent living,” said Jackie St. Louis, homeless services manager for the city of Vancouver. “Continuing to work together with our community partners, we can help reduce homelessness in Vancouver.”

Before submitting a proposal, interested contractors are required to attend a pre-submittal meeting and site visit at  1 p.m. Jan. 17, 2020, at the Navigation Center..

Proposals are due by 3 p.m. Jan. 29, 2020. A copy of the RFP can be found here. Contractors interested in submitting a proposal to the RFP must register on the city’s procurement portal at https://vancouverprocureware.com. The city expects to issue a notice to proceed by the end of March 2020.
